A common operational framework for the ARTEMIS European University
The ARTEMIS Project Handbook (Deliverable D1.1) has been achieved to provide the core operational and governance framework for the implementation of the ARTEMIS European University Alliance. It serves as a shared reference document for all partners, ensuring a common understanding of procedures, roles, responsibilities, and quality standards across the alliance.
The handbook sets out the project’s vision, objectives, governance structure, and work package architecture, and translates the Grant Agreement into clear and practical operational guidelines. It supports coherent implementation by harmonising internal processes related to project management, communication, dissemination, risk management, quality assurance, and financial and administrative monitoring.
In particular, the handbook defines:
- the governance bodies and decision making processes of ARTEMIS;
- the roles and responsibilities of the General Secretariat, Work Package leaders, Institutional Coordinators, and advisory boards;
- the procedures for project management meetings, deliverables, milestones, and events;
- the internal communication tools and collaborative working environment;
- the quality assurance framework, risk management processes, and monitoring through KPIs.
Deliverable D1.1 also formally integrates two key project milestones:
- MS16 – Communication and Dissemination Plan, which establishes the strategic framework, governance, and operational processes for internal and external communication, dissemination activities, and visibility of ARTEMIS results;
- MS2 – Terms of Reference for the external audit, which define the principles, scope, and procedures for external quality and compliance audits, reinforcing transparency, accountability, and continuous improvement within the alliance.
By consolidating these elements into a single operational handbook, D1.1 provides a robust foundation for coordinated action, risk aware management, and quality driven implementation throughout the project lifecycle. It strengthens alignment between partners, enhances transparency, and supports the long term sustainability of the ARTEMIS European University.
